Can I cut lower branches at trunk so raking is easier?

Good Morning, absolutely. A few things to think about. Consider aesthetics---before you remove any lower limbs step back from your arborvitae and envision how removing the limb(s) you've identified will affect the overall shape and form of the arborvitae. Never remove more than 1/3 of the plant at one time---the plant needs its branches and leaves to support and maintain good health. Use proper tools and make sure any pruners, loppers, or saws have been cleaned and sharpened. Finally, make proper pruning cuts.
