oak & beetle infestation

two of the trees in my yard (takoma park, md) have the beetle infestation BAD. i am a renter, and my landlord and property owner have been VERY negligent -- we have tried to get their help multiple times, but they do NOTHING. i need urgent help, or else two VERY OLD and VERY HUGE oaks are going to die, i think.

We looked at your photos. We do not see signs of a beetle infestation, for example look for sawdust at the base of the trunk or around any holes. You can also watch to see if there are woodpeckers on the trunk looking for insects. You did not mention the health of the trees and any decline. We recommend that you wait until the trees leaf out this spring and look for branch dieback, canopy thinning, etc.
At that point, contact several certified arborists for an onsite diagnosis regarding the health of the trees and the best way to proceed. Certified arborists have knowledge of tree health, insect pests, diagnosing structural integrity of the trees, etc.
The arborists can send reports to the owner.
