poison oak

Greetings, Last year we moved and had some tree work done in our yard. When cleaning up the brush left behind we discoverd we had poison oak growing in two locations in our yard. One area had black plastic and a large rock over it and at an adjacent site there was a brush with what appeared to be tar. My husband and I both ended up with cases of poision oak that took weeks to resolve. We abandon that site and stopped working there. Now I need to know how I can handle this problem. It appears this was a long standing problem from the plastic, rock and tar we found at the sites. I am participating in Backyard Habitat. What advice can you give me?
