What is the best combination of optimum soil when growing vegetables in a raised garden? Is pressured treated lumber OK?

You will want to fill your raised bed with a mixture of compost and garden soil or purchased topsoil in a 1:2 or 1:1 ratio.
Leaf Gro® is an example of a commercial compost, made and widely available in Maryland. It is sold in bags and in bulk. Check out their website to find local vendors who sell LeafGro:https://leafgro.menv.com/retailers.html
Some will mix and deliver topsoil mixed with compost.
If using existing garden soil have it tested by sending a sample to a soil testing lab:

Have the lab test the soil for lead if you plan to grow food in your raised bed.
