European Hornbeam Roots

The landscapers put too much mulch around the trunk of this European Hornbeam tree. As a result, a significant number of small roots grew this past year. Should I let them continue to grow laterally or cut them before I add compost?

Do not cut the roots. Add the compost (no more than several inches) up to the flare of the trunk. Mulch with about two inches of mulch and keep away from the base of the trunk.
