Nest growing in an evergreen

I saw this growth or nest on the tree branch of an evergreen, never seen it before. Any ideas?

That is Cedar Apple Rust fungus. On cedars the fungus looks like a woody ball that will exude an orange slime in the spring. Spores in the slime end up on apple trees making leaf spots and spots on the apples. It is harmless to both trees although the apple spots can lower fruit quality.
