Bamboo in central Oregon

Will the dry summers and steril soils in central Oregon keep a running bamboo from becoming invasive?

The correct answer to this question is hard to know with out knowing the variety you are wondering about. As a whole, bamboo is not successful in central Oregon. There are clumping types that are being sold here, such as Rufa, that seem to overwinter. You might want to inquire at local nurseries for their knowledge of success with varieties you are curious about.
Though I have personally heard of some plants being grown I have not followed the success of these plantings. Please consider the potential negative consequences of an invasive, non-native plant being introduced into an area. Perhaps choosing a more appropriate plant with similar structure and looks would be a rewarding adventure.
