maintainance of legal lake levels in Michigan

We live on Crooked Lake in Delton, Michigan, and have a legally mandated lake level of 922.7 ft. The local officials claim it is a legal MINIMUM lake level, and we need to determine a maximum lake level. As you may know, many of the lake residents have suffered structural damage from the rising lake level which, measured at its peak, was in excess of 928 ft. My question being, is the legally mandated lake level a minimum or maximum or average?
