My neighbor said in Oregon/Clackamas County, there is a limit of one horse per acre. Is this true?

Here are the laws I am able to find on this topic: Oregon City Municipal Code: 6.07.030: one hooved animal per 20,000 square feet ( Clackamas County Code: 821.01 For each large animal (except foe ones under 6 months): one per 25,000 square feet ( An acre is 43,560 square feet. So, your neighbor is correct in there being both city and county laws, but is incorrect in the space requirements.
