Fall Lawn Fertilizing
I am wondering when to apply Scott's Fall Fertilizer with Winterguar since it has been so dry. Also..when to apply Scott ls Turf Builder plus Halts Crabgrass preventer this Fall in some areas to stop spring chickweed. It has been said temperatures need to be in the 70s....I also can not water as this is 1.5 acres

You did not mention what condition your turf is in. You do not want to fertilize a dormant lawn. Apply fertilizer when it is actively growing and green. Before you apply the fertilizers and crabgrass preventer the turf needs to be irrigated. You will have to follow the label directions on the bags for application.
You will have to make some decisions when to apply the products regarding rainfall and the condition of your turf. Here is our website on fertilizing and the U of Md Fertilizer schedule.
A second maintenance fertilizer application (no weed control) can also be applied before November 15th. See the U of MD Fertilizer Schedule and the 2011 Fertilizer Law. The Fertilizer law prevents us from overfertilizing. The law addresses nitrogen and phosphorus applications only because they have a negative impact on water quality in our streams, rivers and the Bay.
If you have not had your soil tested in the last several years, results give pH, liming, and nutrient deficiencies.

I have very few weeds (less than 5%). Lawn is Tall Fescue (1.5 acres).
Although somehow, Zoysia has found its way into some areas.
The lawn is mostly still green but wit somw area of dormant.
I did have to patch a few areas that have died out.
I will get some pictures.
With the rain today and some foretasted for next Tuesday (Oct 8) I was thinking of applying the fertilizer this upcoming weekend.
Scott replied with the below about the Fall Fertilizer.
If you are unable to water your lawn and you are expecting high temperatures we would recommend either holding of on the application until the temperature are cooler or applying it before an expected rain.
When using Scotts Turf Builder with Halts Crabgrass Preventer in the fall, apply before temperatures are regularly below 70 degrees. Rain, snow, or freezing weather will not affect the performance of the crabgrass preventer in the product.
Apply when the grass is not dormant and rain is expected.
Apply when temperatures are in the parameters given on the label.
Put down the Winterguard before November 15.

I do not know if the lawn is dormant, because areas are green and growing?
Rain is expected Thursday and then Monday
Your lawn is actively growing now. It is not dormant. You can make your applications now, when rain is expected, or you will have to irrigate.
