What is the best way to eradicate juniper. They’re really hard to pull out!

I don't know if you're talking about landscape (yard) variety juniper or a larger project out in the wild, but physical removal of the bush will have to occur regardless whether or not you pull it out. An alternative to pulling would be to cut the bushes out and apply a stump killer to the base of the tree. I recommend a stump killer with the ingredient triclopyr in it; after cutting the juniper down, apply the stump killer in accordance with the label and it should keep the bush from coming back.
