Honeysuckle disease?

Last summer we noticed the landscape rock around our honeysuckle vine turned black. This summer the vine is definitely struggling. It use to grow full from the bottom up but now only the top filled out. Some leaves look eaten. Some brown. Some branches have white stuff on them. And the bees are out of control around it. Please help. I’m worried it’s too late and we may need to pull the vines out.
