Dying Oak trees

An Oak tr ee in my back yard sprouted only buds last spring. These never developed into leaves. Is the tree savable? I would very much not want to lose it.......

Unfortunately oak trees in our area are having quite a hard time. Many are either in decline or have outright died.
If yours did not put out any leaves this year it is already dead. Trees need their leaves to photosynthesize and feed themselves.
Here is more about the diseases that may affect the oaks, but we are also finding, among other things, that the tremendous amount or rain last year compromised root systems as well. https://extension.umd.edu/hgic/topics/why-oak-trees-are-declining
