Check the label on the product you buy, but generally it should be fine. Liriope is not a grass and does not spread by seed usually. Pre-emergent herbicides prevent seeds from sprouting.

Stiltgrass seeds lie dormant over the winter and germinate in spring. Put down your pre-emergent herbicide in spring about a week before you would put it down for crabgrass.
