apply fertilizer over mulch

I have a long row of arbor vitae that have approx 3 inch deep hardwood mulch applied. I need to apply nitrogen, potassium and sulfur to the bed this fall. Can I apply the fertilizer on top of the mulch and water in or is it necessary to remove the mulch and apply the fertilizer directly to the soil and then replace the mulch?

It is more work but the best thing to do , as you suspect, is to pull back the mulch, fertilize and rake the mulch back in place. Be sure to take into consideration where the feeder roots of your arborvitae are located. That would be out to the drip line of the foliage and a tad beyond, not right at the trunk.
