Can you identify this spider?

I can't seem to find a match searching on Google. This was weaving a thick web on a front window of my house. I used a branch to gather up the web, but left the spider alone. The markings were so distinctive that I was intrigued. Sorry no scale - but it's not a large spider if that helps. The location is in NW Washington DC, near Battery Kemble Park. Thank you,

This spider looks like Mecynogea lemniscata, the basilica orbweaver.
This is a type of orbweaver and is not poisonous. They are good at catching pest insects.
