I would not use cedar chips for either application. We value cedar for its durability. It contains resins that slow decomposition. I use cedar chips for pathways, and spaces between garden beds. Cedar would be highly desirable as a ground cover if you wished to reduce the size of a lawn. While I do include some wood chips in my compost to enhance air and water flow, I would prefer fir or hemlock and would limit chips to about 1/5 of the total compost pile. For “brown stuff” in a compost pile, I prefer leaves of deciduous trees, straw, or shredded office paper.
