Red bugs

Found the attached red bugs in our milkweed garden. Invasive species? Gather in cluster.

I am not sure. I will find out for you from the photo. If you could bring a sample of the bugs in white distilled vinegar to the Daviess County Cooperative Extension Office, 4800A New Hartford Rd., Owensboro, KY on the Community College , then we could be sure of what you are seeing.
