Is it too early/late to plant roses?

According to http://www2.ca.uky.edu/agcomm/pubs/id/id118/id118.pdf, "The most appropriate time to plant roses is early spring, when the plants are not leafed out and the ground is not frozen." The PDF goes on to say, "If tender roses are planted in the fall, mound compost around and over the plant to a height of 12 to 18 inches by Thanksgiving." Since spring looks to be the preferred timing to plant roses in Kentucky, this gives you time to review the referenced publication and pick which roses you want.
