The weigelia bushes have spots. Picture below. What should I do?

New Castle County Delaware disease weigelia leafspot fungus

What stands out in the photo you provided is the damage to the leaf margins which suggest the plant is under stress. The stress can be caused by water or nutrients. If one looks at many of the plants and trees in the area you will see that many are showing the stress created by our weather. Many trees are prematurely turning colors with many already have completely dropped their leaves. My suggestion is to check the soil to determine if indeed it has been getting enough moisture, usually 1" per week. If you have further concerns you may drop off a sample of the damage, which should include damaged and healthy plant materials to the Cooperative Extension office on Wyoming Rd in Newark.
