Invasive Horse Pasture Weed

I have a plant that is beginning to take over my horse pasture, just recently. Any idea what it is? How can I get rid of it? Is it perennial? Is it toxic to horses? Thanks.

The weed looks like it may be Arthraxon hispidus, jointhead arthraxon, small carpetgrass, a low growing annual grass.
