What are miner bees and do they cause damage?

If by miner bees you mean bees that excavate burrows and nest in the ground, the following bulletin will answer most of your questions:

Some Yellowjacket wasp species also nest in the ground but they do this in burrows or underground spaces excavated by animals or other means. Yellowjackets do not cause damage but unlike most ground nesting bees they defend their nests aggressively and deliver a painful sting.

Carpenter bees may damage structures by burrowing into wood, they usually aren't considered "miner bees."
