oystershell scale on green ash

When does the Lepidosaphes ulmi (oystershell scale) female lay her eggs? I am getting ready to treat some green ash trees for oystershell scale and would like to know if it is too late because the female has already laid her eggs. I am going to use Dinotefuran in a soil drench.

The fact sheet covers the life history of the insect and proper control measures https://extension.colostate.edu/docs/pubs/insect/05513.pdf. Dinotefuran should provide control. Please make sure to carefully follow label directions for application and safe use. You might also consider one of the other control options listed for this spring.
