Is this an invasive plant?

Please tell me what this plant is. It grows about 3 ft tall, has fine leaves and looks like it's about to bloom send in seeds into my perrienal garden. Thanks

That looks like Horseweed (Conyza canadensis).
It is a native weed that reproduces by seed. It can be both a winter annual or summer annual. The seeds that germinate in late summer overwinter as a low basal rosette.
You should remove them before they bloom, dry and make seed.
