Never see one of these before is it a kissing bug?

It is not a kissing bug, but rather a bee assassin. These are large assassin bugs that normally will be found on flowers of various outdoor plants. They are ambush hunters that prey on flower visitors, including bees. Three species of bee assassins occur in the state and they are most commonly found in rangeland areas, versus urban sites.
