Japanese beetles. In fact, I see JBs in each photo. Japanese beetles are a difficult pest to deal with. You can reduce damage by hand picking them and flicking them into soapy water. You should do this twice a day, morning and evening.
But the earlier in the season you do this, the better. You are probably too late to be of much help this season. Your boxwood hedge will probably survive, but you should start monitoring for JBs in June of next year. Read here:
