I love your description and thank you for including pictures. What you are looking at is "Crown Gall" Agrobacterium tumefciens a soil borne bacterial pathogen. These galls on large trees typically do not cause any problems, there is no plant medicines to cure or change the situation. Try not to run the gall over with the lawn mower or use the weed wacker to close to the trunk of the tree.
