Scale on Oak leaves?

Good Morning. See attached pictures. This fuzzy scale seemed to be feeding on the leaf veins of a Pin Oak in Ellicott City. Just wondering if anyone can help identify. It was only present on lower watersprout growth.

It's caused by a wasp and does not merit treatment.
