Cheyenne dogwood shrubs

4 of 10 shrubs are thin and have small underdeveloped leaves. Should I replace, I have sucker aspens coming up around them.

Just because they have small leaves doesn't mean you need to remove them. They may not be getting enough water, nutrients or sunlight. You can use a product called “Sucker Stop” on the Aspen sprouts, try your local nursery for this product. Both Dogwoods and Aspens need a lot of water. If the Aspen is suckering it’s a good indication that it is not getting enough water.
