Hello! Since NDSU Extension has no rock experts, I asked Bernhardt Saini-Eidukat, NDSU Geosciences department chair, and he said:

These are quartz veins, in a softer matrix, but I can’t tell what the matrix is from the picture. It could be a sandstone or a granite.
