What are these tiny and numerous things I found on the ground/mulch in my flower garden? Harmful? Need to be treated? If so, how? Thanks!

Looks like one of the Bird's Nest fungi (e.g. Cyathus spp.). They are harmless. A natural member of the decomposer community that is breaking down your wood chip mulch. Using a different type of mulch, keeping it drier, or occasional raking would disturb the fungus and discourage it from growing there.
