Washington Dwarf Apples Harvest

When are Washington Dwarf apples ready to be harvested in south central Kentucky???? I have 2 trees of the Washington Dwarf and 1 yellow apple. One of the Washington Dwarf is loaded every year with apples and the other may only have 10 to 20 apples total. It has all the blossoms in the spring but they all fall off when the apples get to the size of a pea. The yellow apple every year gets cedar rust and only has produced good this year (2019), but all the years prior as hardly any...

The extension office here in Tompkinsville Kentucky can't even tie their shoes correctly. They are useless beyond belief!
