What caused this? Termites?

Just found this damage on wooden shutters. Two shutters are on the 2nd floor, the other is on the first floor. Both are outside, of course. The one that looks bubbly, when you take the paint off, is rotted underneath and looks like the other ones. I'm getting them replaced. But if it's termites or some other creature, then I need to do more than replace. And thank you!

This appears to be common rot of old wood, especially as it becomes open to the elements and can become damp and wet over time.

The only termites we have in Maryland are subterranean. They live hidden and move around above ground in protected tubes that they build.
