We have one oak tree that is dropping many undeveloped acorns and clusters of leaves. The leaves have no indication of insect or fungus damage. They look perfectly healthy

These two issues most likely are not related. Immature acorn shed is not unusual (especially when the spring is wet). Stress may induce this drop. Trees commonly adjust their fruit load. The dropping leaves are most likely caused by the oak twig pruner. Check out the following link:
