Possible noxious weed identification

I was told this was a noxious weed but I can't find it on the noxious weed list for Nevada. Any idea what this is called and where I can look to get rid of it? It's viney with deep root system. I can't physically pull it up it's so strong. TIA

From the photo's I am leaning towards the is a ditch willow or Coyote Willow and you are correct it is not a noxious weed in the state of Nevada.

I think it's certainly a willow but mine don't have "flowers" just leaves

It may just be the age of growth. While willows that are well established around the Truckee Meadows are bloom, new sprouts at my home are at the same stage as yours.
