disease of ornamental plum

our ornamental plum has leaves that are turning orange for past two years and the others are stunted. Some of the branches are bare. Is this Cedar Apple rust?

Plums don’t get cedar apple rust. They do get a couple of diseases that turn their leaves red. Is the color on your plum a orange-red? A photo would help.
