Hydrangea white leaves or flowers?

Hi I have a hydrangea and I noticed on the top of where it grows I have these clusters of white leaves I assume. I just wanted to know if they are flowers or white leaves.. when it does flower the petals are white and fade into a pink. The name of it is Hydrangea pink sky and the brand is Schroll. Any clue if the pictures is flowers or leaves?
