I'm trying to identify this insect. I've never seen it before. Seen in Milford Ohio. Image attached.

This is a nymph of a tree/planthopper such as a flatid planthopper. These nymphs often produce white waxy filaments that stick to the stems of the plants where the nymphs are feeding. They can feed on a number of different types of plants both herbaceous and woody plants. They usually do not do enough damage or cause enough problems to consider managing them with insecticides.
