rabbit ate my burning bushes

This last winter a bad bunny stripped the bark off both my burning bushes. One has a bit of life on a couple upper branches but the rest seems dead. My question is: can I cut the dead stuff off now or is it better to wait til late fall? Should I also cut the couple branches where there's still life? (it'd look stupid if I left it) Thank you in advance.

Cut all the old dead or partially leafed stems to the ground but be careful not to injure any of the new growth at the base in the process. Full-sized shrubs will develop from the new growth so long as the stems are protected from rabbit damage in the future.
