Rose Bush Problem

Help! My leaves have lots of holes, and my roses are not blooming. The roses are tiny and clumpy. Please tell me what I can do to save my roses.

You may have several issues on the rose shrub. It looks like the holes on the leaves are caused by rose slug sawfly larvae. There are several types and may be active through the fall. The stunted growth on some of the branches looks like it may have symptoms of rose rosette virus. It is a disease that is transmitted by mites and there is no cure for it, unfortunately. You can read about rose rosette here: https://extension.umd.edu/hgic/rose-rosette-shrub
Since there is no cure for it, the only thing you can do is remove the shrub.
