Rose Bush Problem
You may have several issues on the rose shrub. It looks like the holes on the leaves are caused by rose slug sawfly larvae. There are several types and may be active through the fall. Look on the undersides of the leaves for the young larvae. Here is our website on rose slugs. https://extension.umd.edu/hgic/topics/rose-slugs-shrubs
The stunted growth on some of the branches looks like it may have symptoms of rose rosette virus. It is a disease that is transmitted by mites and there is no cure for it, unfortunately. You can read about rose rosette here: https://extension.umd.edu/hgic/rose-rosette-shrub
Since there is no cure for it, the only thing you can do is remove the shrub.
