creating butterfly and pollinator garden at elementary school

I'd like to plant milkweed and nectar plants in an area at school that is not mowed and is primarily catchment for excess water from the bus area. Currently it is 2/3 native grass and about 1/3 thistle. I"m looking for advice and inexpensive butterfly/bee safe plants and any other people who might be interested in helping. School is Glen Lake Elem in the Hopkins system, located in town of Minnetonka.
