We cannot say for sure what you are dealing with. It looks like the plants have been heavily sheared and we notice some dried dead flowers. If so, you can pull them off. Scratch the branches with your fingernail and look for green tissue. If you see it, the stems are alive. If brown/gray they are dead and you will have to prune.
If the shrubs are located in full sun, they will be stressed. Azaleas grow best in morning sun and afternoon shade. Water during dry periods and make sure mulch is no thicker than several inches and away from the base of the shrubs. Keep monitoring for new growth.
