Please identify a 'weed' in Fulton MD

Could you please identify the following plant? After major road work disturbed 200 feet of my frontage property last summer, I have many new plants showing up. And I also acquired a bright red burning rash on my face a couple weeks ago while working outside. I do not believe it is poison ivy because there were no weeping postules nor itchiness. So I am looking for the culprit!

There are several close "look-alike" plants, such as poison hemlock, that are also in bloom now. Your plant has fine hairs on the stem and no purple blotches that I can see -- so it looks like Queen Anne's lace.
