The house next door to us in a residential subdivision was sold last January 2019 to a family that supposedly was going to rehab it and move in when it was done. Recently the owner mentioned that he was possibly making it into a senior home for aged folks that needed somewhere to live. Is this allowed in a single family neighborhood?

A good bit depends on your local zoning ordinance. The owner may be able to apply for a special use permit, which allows for a different use in the zoning district as long as they meet certain criteria. That criteria is typically set forth to avoid adverse impacts on neighbors.
