Itoh peony

I believe my itoh peony is planted to deep as, it has not flowered in the 2 seasons that I have had it. It was flowering when, I bought it. When is the best time to do this and how much should it be brought up? Thanks, Stephanie

Hello, It would probably be best to replant your peony in the fall When the plant is going dormant. The peony should be planted, placing the bud with 2 inches of soil on it.
