Frozen basil in canning
I would not recommend using frozen basil in recipes for canning. I am not aware of any research based recipe that has fresh basil as an ingredient and the frozen would be slimy. Better to use it in pesto and refreeze it if you don't plan to use it, or use it as a seasoning in freshly cooked dishes. You might also try drying it and then crush and make dried basil seasoning.
