We'd need to see sharp, closeup photos of the web-like material associated with the dead branches to determine what, if anything, needs to be done about it.

There might not be anything wrong with the linden. Trees often form more leaves in the spring than their systems can support later in the season. The hotter, dryer weather of summer signals plants to drop leaves as a defense mechanism against water loss. The loss of small leaves, especially those shaded by larger leaves elsewhere on the tree, usually doesn't affect the tree's health.

On the other hand, if the leaf drop is progressive and continuous, it's advisable to ask a certified arborist to assess the tree's health onsite and recommend a course of action.
