Swollen curly red leaves.

I have a Refugio manzanita that looks very healthy except this year (3rd year since transplanted from nursery) on the new growth , many leaves are curled with bright red lesions. Any help will be appreciated .

Manzanita is susceptible to fungal infections if not allowed to dry out well between waterings (https://pnwhandbooks.org/plantdisease/host-disease/manzanita-arctostaphylos-manzanita-leaf-spots)which is possible given the wet year we have had; however your description sounds more like an aphid infection which would cause the leaves to curl and exhibit red galls.
