Curled leaves

We have a climbing rose bush in the ground. It didnt bloom last year. This year its blooming, but the leaves are curling. We have had the climbing vine for about 3 years. This is the first year it has done this with the leaves curling. I want to cut the stems off, but I'm afraid that I will kill the rose bush. Its starting to turn yellow at the bottom and its brown where its curling. Please help us and email me back on what to do. Thank you. Gerlinde Bush

They will need photos of the plant, and may suggest an examination.
