Is it safe to plant outdoor flowers in a plastic planter that has NO drainage hole? If so, how?

The short answer is “NO!” No drainage means your plant—regardless of species—is likely to have ‘root rot,’ one of a variety of soil fungi which will infect roots and move to stems, leaves and flowers, and eventually kill the plant.
